The ceremony itself — from welcome remarks to ribbon cut — should run 15–20 minutes. The reception or open house after can run 1–2 hours. Ceremonies that run longer than 30 minutes before the ribbon cut lose officials who have fixed departure times.

Build the ceremony around that constraint: begin on time, keep speeches to 2–3 minutes each, and cut the ribbon within the first 20 minutes.
Media have similar constraints. Camera operators need the ribbon cut to happen within the first 20–30 minutes to include the footage in a same-day broadcast. Ceremonies that delay the ribbon cut while additional guests arrive or additional speeches are added lose both official attendance and media coverage.
